Hypixel asks for at least 4 GB of memory and Java 25, which we install for you. Memory mostly depends on view distance, which Hypixel recommends keeping at 12 chunks or less. Plan on 8 GB for a group of friends with a few mods, and 16 to 32 GB for a modpack or a large server.
It depends on view distance, mods and how people play. We recommend up to 5 players on Start, 10 to 20 on Plus, 20 to 40 on Pro and 50 or more on Ultra. The maximum is set in the server configuration file.

Yes, you can create a subdomain from OuiPanel. Hytale does not support SRV records yet, so players add the port after the subdomain.
